An Ordinary Meeting of the Parish Council held on
Monday 4th July 2022

13.02 Apologies for Absence.
None received.
13.03 Declarations of Interest.
None received.
13.04 Approval of the Minutes of the Last Meeting.
Resolved: That the Minutes of the last meeting, held on Monday 2nd May 2022, be approved as a true record.
Proposed. Seconded. Carried unanimously.
13.05 Matters Arising from the Minutes of the Last Meeting.
None received.
13.06 Amendments to the Agenda by Resolution.
None received.
13.07 Field Behind the Hume Arms.
A local farmer has complained to the Parish Council that someone is removing signs asking people to refrain from taking dogs into the field, which is used for pregnant livestock. This is not something which the Parish Council can deal with, however, the Parish Council will support the landowner on the Council’s Facebook page and in the next edition of The Parish.
13.08 Emergency Plan.
The Parish has been divided into a number of segments, which various Parish Councillors have taken responsibility for.
13.09 Croquet Club Concerns over Container Siting.
The Croquet club have expressed concern over Council’s intention to site a storage container on the Village Green, assuming that it will be positioned next to the existing container owned by the Croquet Club. The Club is concerned that frequent use will damage their two lawns. After much discussion it was decided that the Parish Council container would be better sited in the trees at the western end of the Village Green, as this is where planned activities will be taking place.
13.10 Purchase of a Storage Container for the Village Green.
Resolved: That the quotation received from Cleveland Containers be approved.
Proposed. Seconded. Carried unanimously.
The Clerk will send an order and arrange delivery.
13.11 Information Kiosk.
a. Its use for the future. A decision has been deferred until after the kiosk has been painted.
b. Maintenance. Paint and materials have been purchased. The kiosk will be painted as soon as possible weather allowing.
14.12 Planning.
144939. Planning application for the Hume Arms.
This latest application is a vast improvement on previous applications and Council would support this application.
14.13 Village Green.
a. Monthly Inspection. A fence post next to the bridge at the eastern end of the village green is in need of repair or replacement. The clerk will contact Trent Valley Internal Drainage Board.
b. Transfer of Land and Responsibility for Maintenance.
The transfer is now complete. There only remains Registration with Land Registry. Unfortunately, in present conditions this could take up to a year.
c. Removal of the Willow Tree. It has been decided that, as the original application cannot be found, a new application should be submitted to West Lindsey District Council. The Clerk will monitor the situation.
d. Pond Water Level. A new gauge has been installed and the water level has been raised to the correct level.
e. Play Area Fencing. A number of the broken or missing “Pickets” have now been replaced by Cllr Bridges.
f. New Seating. A contractor has been instructed and the new seats will be installed as soon as possible.
14.14 Highways Issues.
No issues reported.
14.15 Traffic Calming.
a. Purchase of a SID for the Northern end of the Village.
A decision has been deferred until the issue with the speed roundels has been resolved.
b. Street Furniture. The application for the siting of the “gateways” is now complete and will be signed by the Clerk and returned to Highways.
Resolved: That the conditions imposed by Highways be approved.
Proposed. Seconded. Carried unanimously.
c. Move Roundels to North of the Bend in the Road. An application has been made through Councillor Butroid. Highways will need to make an alteration to the speed limit order. The situation will be monitored.
14.16 Health and Safety.
a. Village Green. No issues reported.
b. Cemetery. No issues reported.
c. Play Area. No issues reported.
14.17 The Parish.
a. Content. Vandalism. Dogs in fields with animals. Station Road Parking / Patching. Community Speed Watch. New Benches. Events on the Village Green.
b. Distribution. As usual.
14.18 Facebook Page.
Articles will be added as and when needed throughout the month.
14.19 Finance.
a. Financial Statement.
Resolved: That the Financial Statements for May and June be approved as a true record.
Proposed. Seconded. Carried unanimously.
b. Clerk’s Salary and Expenses. £320.45
Resolved: That the Clerk’s Salary and expenses be approved for payment.
Proposed. Seconded. Carried unanimously.
15.19 Finance.
c. Invoices for Payment.

Resolved: That the above invoices at 15.19.c be approved for payment.

15.20 Parish Council Credit or Debit Card.
The Clerk will contact the HSBC Bank to see if they would support a Credit or Debit card for Councillors / the Clerk to use.
