MINUTES

An Ordinary Meeting of the Parish Council held on

Monday 7th November 2022

22.02   Apologies for Absence.

Cllr J. Carman-Mobbs. Having been informed of the reason for her absence, Council approved her apologies for absence.

22.03   Declarations of Interest.

None received.

22.04   Approval of the Minutes of the last Meeting.

Resolved. That the Minutes of the last meeting, held on Monday 3rd October 2022, be approved as a true record.

Proposed.   Seconded.    Carried unanimously.

22.05   Matters Arising from the Minutes of the Last Meeting.

22.06   Amendments to the Agenda by Resolution.

a. Cemetery. Approval of a new Headstone to existing plot.

Resolved: That the design of the headstone be approved.

Proposed.    Seconded.    Carried unanimously.

b. Financial Details for the 2023-2024 Precept Claim to item 19.f.

Councillors approved the amendment.

22.07   Emergency Plan.

Cllr Carman-Mobbs is absent. The business will be deferred to the next meeting, Monday 5th December 2022.

22.08   Use of the Parish Church as a Community Asset.

The Parish Clerk will approach the Church Authorities for a progress report on the present position in relation to the possible future closure of the Church.

22.09   Re-sign Receipt of Code of Conduct Forms.

All Councillors present signed the forms.

Councillor Carman-Mobbs, being absent, will received her form in the post.

22.10   Monthly Surgery.

Councillors in attendance.

Cllr Bridges and Cllr Levitt.

The Surgery will run for one-hour 1100 – 1200 hrs.

The next Surgery will be on Saturday 19th November 2022.

23.11   Information Kiosk.

a. Its use for the Future.

Contact West Lindsey District Council for details of a scheme concerning the supply and management of a defibrillator.

b. Maintenance.

Ongoing.

23.12   Planning.

No applications to consider.

23.13   Village Green.

a. Monthly Inspection. A gap has appeared between a staging and the bank, large enough to constitute a hazard.  The grass will be cut back to expose the risk when stepping onto the staging.

b. Removal of the Willow Tree. A second application has been submitted and an inspection has been carried out by West Lindsey District Council. A report is currently being prepared by the officer involved. Council should have the report in time for the next meeting. Monday 5th December 2022.

c. Parish Council Sponsored Event on the Village Green for 2023.

Councillors will bring ideas for discussion to the next meeting.

23.14   Highways Issues.

The hedge running along the western verge of the A156, from Torksey Bridge to the village, needs cutting back. The Clerk will contact the landowner, Mr Dickinson.

23.15   Traffic Calming.

a. Move 30 mph Speed Roundels to the bend prior to entering the village.

The Clerk will contact Cllr Butroid for a progress report.

The 30mph speed roundels were initially sited in the wrong place. They should have been sited at the first street lighting column. It is therefore the case that at the present time the speed limit cannot be legally enforced.

Drivers are also unable to see the position of the two bus shelters and the junction with Station Road, as well as the crossing for pedestrians coming and going along the Viaduct pathway across the Trent. Slowing traffic earlier will make this area much safer.

23.16   Health and Safety.

a. Village Green.

It has come to Council’s notice that there are unauthorised juniors fishing the pond.

Resolved: That Council purchase two signs, “Permits needed to fish the pond”. Maximum expenditure £60.00.

The protruding bolts mentioned in the RoSPA report will be dealt with in due course.

The fencing on both sides of the bridge is in need of maintenance. The Clerk will contact Trent Valley Internal Drainage Board.

The weeds are growing over the fishing stages.

b. Cemetery.

No issues.

c. Play Area.

Adults have been seen using the play equipment. This is impossible to manage, Council can only hope that those using the equipment act responsibly.

The Clerk will contact EIBE for a progress report on the oiling of the play fort, and the replacement of small areas of rotten wood.

23.17   The Parish

a. Contents.  Fishing permits for the pond. Events on the village green.

b. Distribution. As usual.

23.18   Facebook Page.

Content uploaded as and when needed.

a. Financial Statement.

Resolved: That the Financial Statement for October 2022 be approved as a true record.

b. Clerk’s Salary and Expenses.                                                                  £331.55

Resolved. That the Clerk’s Salary and Expenses for October be approved for payment.

Proposed.    Seconded.    Carried unanimously.

c. Invoices for Payment.

Resolved. That the above expenditure 24.19.c. be approved for payment.

d. Amended Verge Maintenance Agreement from LCC.

Resolved. That the agreement for 2023 be approved and signed.

Proposed.    Seconded.    Carried unanimously.

e. Information for a new Bank Mandate.

Cllr Bridges. Cllr Large. Cllr Scawthon and Cllr Emmott gave details required for a new bank mandate.

24.20   Provision of a Debit Card for Council use.

This will be dealt with once the new mandate has been accepted.

24.21   Correspondence.

An Elector has complained that a manhole cover at the entrance to the Village Green has become a tripping hazard.

The Clerk will contact the owner of the Car park and the area containing the cover.

The concrete at the base of the gatepost will be dealt with by the Parish Council in due course.
