MINUTES

An Ordinary Meeting of the Parish Council held on

Monday 5th December 2022

At 7.30pm

25.01   Those Present.

25.02   Apologies for Absence.

Cllr Levitt. Having been informed of the reason for her absence, Council approved her apologies for absence.

Cllr Emmott. Having been informed of the reason for her absence, Council approved her apologies for absence.

25.03   Declarations of Interest.

None received.

25.04   Approval of the Minutes.

Resolved. That the Minutes of the last meeting, held on Monday 7th November 2022, be approved as a true record.

Proposed.    Seconded.    Carried unanimously.

25.05   Matters Arising from the Minutes of the Last Meeting.

None received.

25.06   Amendments to the Agenda by Resolution.

None received.

25.07   Emergency Plan.

Cllr Carman-Mobbs has contacted the owners of The Elms, but to date has not received a response.

Cllr Carman-Mobbs will continue with the Parish Council Emergency Plan in hope that The Elms Emergency Plan can be added at a later date.

25.08   Use of the Church as a Community Amenity.

Resolved. That the monthly Parish Council meetings will be moved into the Church as from January 2023.

Proposed.    Seconded.    Carried unanimously.

25.09   GOV.UK Email Addresses for all Councillors.

The use of the GOV.UK site for all email addresses is recommended before the elections take place in May 2023.

Councillors have the details and will make a decision at the next meeting. Monday 6th February 2023.

25.10   Cleveland Containers. Delivery and Siting.

Nothing has been heard for some time, the Clerk will contact the company and ask for delivery within 14 days from the date of the letter. If necessary the Consumer Rights Act 2015 will be quoted.

25.11   Monthly Parish Council Surgery.

a. Councillors in Attendance. Cllr Ford and Cllr Bridges.

b. Next Surgery.        Saturday 17th December 2022.           White Swan.

Saturday 21st January 2023.                St Peter’s Church.

 

26.12   Information Kiosk.

a. Its use for the future. Cllr Levitt is looking into the possibility of sourcing a defibrillator through West Lindsey District Council.

If a defibrillator is feasible the kiosk will need power reinstating.

b. Maintenance. Remove from the agenda.

26.13   Planning.

No planning applications received.

26.14   Village Green.

a. Monthly Inspection. Nothing to report.

b. Removal of the Willow Tree. West Lindsey District Council has agreed that the tree can be removed, providing a willow tree is planted as a replacement, or the tree can be pollarded, and the condition managed over the next five years.

c. Parish Council Sponsored Event during 2023.

Councillors will bring proposals to the next Meeting. Monday 6th February 2023.

It was also suggested that an appeal for ideas and for volunteers to help with the organisation could be posted on the Parish Council Facebook page.

d. Gaps behind the pond staging. The Clerk will contact Marmax for a possible solution to the problem which poses a risk of tripping or trapping for those using the staging.

26.15   Highways Issues.

Damaged speed Signs.

Cllr Scawthon will replace those that have been damaged.

26.16   Traffic Calming.

The request to move the 30 mph Roundels at the northern end of the village so that they are clearly visible to drivers as they approach from Marton is under discussion with Highways. The Clerk will write to Cllr Butroid for a progress report. Permission to erect “gates” at the present site of the Roundels has already been secured.

26.17   Health and Safety.

a. Village Green. No issues have been reported.

b. Cemetery. No issues have been reported.

c. Play Area. No issues reported.

26.18   The Parish.

a. Content. As previously agreed.

b. Distribution. As usual.

26.19   Facebook Page.

Content uploaded as and when required.

26.20   Finance.

a. Financial Statement:

Resolved. That the Financial Statement for November be approved as a true record.

Proposed.    Seconded.    Carried Unanimously.

b. Clerk’s Salary & Expenses.                                                                     £336.46

Resolved. That the Clerk’s Salary and Expenses be approved for payment.

Proposed.    Seconded.    Carried unanimously.

c. Invoices for Payment.

HMRC PAYE                                                                                                 £70.00

Marmax                                                                                                           £784.80

Resolved. That the expenditure at 26.20.c be approved for payment.

Proposed.    Seconded.    Carried unanimously.

26.21   Provision of a Parish Council Debit Card.

This will be applied for once the application far a new Mandate has been completed.

26.22   Correspondence.

No comments.

27.23   Future Agenda Items.

None received.
