MINUTES

An Ordinary Meeting of the Parish Council held on

Tuesday 11th February 2020

01:02   Apologies for Absence.

None required.

01:03   Declarations of Interest.

None received.

01:04   Approval of the Minutes.

Resolved: That the Minutes of the last meeting, held on Tuesday 10th December 2019, be approved as a true record, providing the date of the last meeting is corrected.

Proposed Cllr Large.    Seconded Cllr Scawthon.    Carried unanimously.

01:05   Chairman’s Statement.

Cllr Dooley informed the meeting that he intends to resign as both Chairman and Councillor at the Annual General Meeting, which is to be held on Tuesday 12th May 2020.

01:06   Matters Arising.

None received.

01:07   Cemetery Extension.

Resolved. That Council ask Burton Dyson Solicitors to write to HSR Law and ask why the sale is not being progressed.

01:08   Parish Community Meeting Place.

It has been suggested that many residents of the Parish who find it difficult to get out and about, could benefit from having a convenient place to meet.

It was agreed that the best course of action would be to organise a couple of open meetings, possibly in the Church, one during the day, and one in the evening, so that members of the public can give their ideas concerning the project, and organisers can judge its viability.

Notices advertising the meetings will be put through letter boxes and collected later.

Details for the questionnaire will be sent to the Clerk who will circulate the information to Councillors.

Resolved: That Torksey Parish Council organise the initial two meetings.

02:09   Village Green.

  1. Painting of the Play Fort.

The Youth Offending Service have completed a good deal of the painting. However, they are in need of an extended roller so that they can safely reach the top of the Play Fort Tower.

Resolved: That the Clerk purchase an extending roller from Screwfix.

Proposed Cllr Scawthon.    Seconded Cllr Dooley.    Carried unanimously.

  1. Agreement with Kinvena Homes Ltd. Grass Cutting on the Village Green.

No further progress has been made since the last meeting. Kinvena Homes Ltd are consulting with their Solicitors concerning the contents of a TP1 agreement between Kinvena Homes Ltd and the Parish Council.

  1. Seat inside the Play Area.

Cllr Bridges is to install a seat inside the Play Area. The Clerk will ask the YOS if they will paint it. It is possible that a second seat will be installed at a later date.

*Council has been asked to consider carefully the position of the seats as they may contravene Health and Safety Regulations concerning safe distances between pieces of equipment. An annual RoSPA inspection is due in August 2020. *

  1. Football Goal Posts on the Village Green.

The Clerk will obtain prices for the next meeting. Tuesday 10th March 2020.

  1. Other Issues.

None received.

02:10   Highways Issues.

  1. Footpath Condition. Hume Arms Bend.

This has been ongoing for some time. Cllr Scawthon will contact Highways.

  1. Speed Reduction from Torksey Lock to Torksey Village.

Cllr Bridges and Cllr Scawthon will join two Councillors from Fenton Parish Council in exploring the possibility of getting a reduction in the speed of traffic along the A1133 and A156, through Torksey Lock to Torksey Village.

The Clerk will send their contact details to Fenton Parish Council.

  1. Flooding on A156 Adjacent to the Old Elliott site.

Highways is planning to provide a new drain from the flooded site, along Station Road to the Marton drain. A scheme has been submitted.

02:11   New Bus Shelter.

The forms for permission to erect a shelter have been completed and sent back to Highways. However, Council has not yet received a copy of the agreement counter signed by Lincolnshire Highways.

02:12   Community Speed Watch.

No issues with the reports.

02:13   Kiosk in the Village.

The Youth Offending Service has agreed to paint the kiosk later in the year.

03:14   Health & Safety.

  1. Village Green.

No issues reported.

  1. Cemetery.

No issues reported.

  1. Play Fort.

No issues reported.

  1. Inspection Forms for the Village Green.

Cllr Scawthon will forward the forms to the Clerk. Cllr Dooley and the Clerk have agreed to do the first inspection before the next meeting. Tuesday 10th March 2020.

03:15   The Parish.

  1. Financial Statement December 2019.

Resolved: That the Financial Statement for December 2020 be approved.

Resolved:  That the Financial Statement for January 2020 be approved.

  1. Commemorative Medallion.

Resolved: That the Clerk purchase a medallion, which will be presented to Mrs. V. Bartlam in thanks for her efforts as both Councillor and Chairman to Torksey Parish Council.

03:17   Correspondence.

Lincolnshire County Council is upgrading the Parish Websites which they host.

The Clerk will attend a training course at West Lindsey District Council Offices on Thursday 5th March, 1330-1530. Once training has been completed the new website will be made live.
