MINUTES
An Ordinary Meeting of the Parish Council held on
Tuesday 11th August 2020
At 7.30pm

Members of the public. None.
- Apologies for Absence.
Cllr Johnson. Having been informed of the reason for his absence, Council approved his apologies for absence.
- Election of a Chairman.
Cllr Bridges was nominated for the post of chairman.
Cllr Bridges is willing to stand.
Resolved: That Cllr Bridges be elected chairman of Torksey Parish Council.
Proposed. Seconded. Carried unanimously.
- Declarations of Interest.
None received.
- Approval of the Minutes of the last meeting.
- Resolved: That the minutes of the last meeting, held on Tuesday 10th March 2020 be approved as a true record.
Proposed Seconded. Carried unanimously.
- Commemorative Plaque. White Swan.
During the Covid-19 Pandemic the White Swan provided meals, delivered to the door, and a small grocery shop for essentials. It is suggested that the Parish Council recognise their commitment to the community in the form of a commemorative plaque.
Resolved: That the Parish Council present the White Swan with a commemorative plaque in recognition of their commitment to the community during the Covid-19 Pandemic.
Proposed. Seconded. Carried unanimously.
- Opening a Facebook page for the Parish Council.
Resolved: That the Parish Council open a Facebook page for the quick dissemination of information to the general public.
Proposed. Seconded. Carried unanimously.
- Commemorative Medallion. Mrs V. Bartlam.
Cllr Bridges will deliver the Medallion.
- Future of Torksey Surgery.
Torksey residents are concerned that the future of the surgery could be in doubt following changes to the way in which prescriptions are dealt with and staffing is managed.
A statement from Trent Valley Surgery will be requested in an attempt to reassure the Parish that the future of the surgery is secure.
- Environment Agency. Flood Prevention Works at Torksey.
Literature has been provided by the EA, which they would like distribution in the Parish.
Resolved: That the Pelican Trust be asked to print the material.
Proposed. Seconded. Carried unanimously.
- Re-starting CSW activity.
The Clerk will contact Cllr Johnson, Mr G. Yardley, and Mr R. Reaney to see if they are willing to start CSW activity again.
The Clerk will also contact Mr A. Green to see if he would be interested in joining the group.
Mr. Dooley still has the equipment.
- Planning Application. The Hume Arms.
The Parish Council has received a letter from the applicant’s agents laying out the original intentions for the property. The application was eventually refused, and local opinion was very much against the proposal to provide nine flats on the site, with the far eastern end of the site reserved for some sort of future development.
The applicant would like the Parish Council to assist in determining people views on the future of the site.
It was suggested that the clerk should look at providing a survey through Survey Monkey.
- Village Green.
- Goal posts on the Village Green: Defer until the next meeting on Tuesday September 8th, 2020.
- Kinvena Homes Ltd: A second offer has been received from Kinvena Homes Ltd. After some discussion, the Parish Council refused the offer.
According to the conditions contained in the TP1 Agreement, which states that if agreement cannot be reached the parties should refer the matter to the Chief Financial Officer at West Lindsey District Council for mediation.
Resolved: That the Clerk will contact West Lindsey District Council for advice.
Proposed. Seconded. Carried unanimously.
- Willow Tree. Possible Pollarding: The tree has a Tree Preservation Order attached to it. The Clerk will contact West Lindsey District Council for permission carry out the necessary work.
- Selective Spray on the Village Green:
Resolved: That the Village Green should be sprayed to deter the weeds
Proposed. Seconded. Carried unanimously.
- Monthly Inspections of the Village Green and Play Area: The Clerk and Cllr Bridges will do the first inspection on Thursday 13th August 2020, meeting at 0700.
- Highways Issues.
Flooding A156. Adjacent to the old Elliot Site: The Clerk will ask to see the scheme which has been submitted. Cllr Butroid will also be contacted for his assistance.
- New Bus Shelter.
The Clerk will contact Cllr Butroid concerning the missing Agreement forms, which have been requested a number of times with no result.
Cllr Butroid will also be informed that if nothing is heard from Highways, Council will proceed with the siting of the new shelter as soon as possible.
- Traffic Calming.
It has been agreed that Torksey and Fenton Parish Councils combine to work on a possible speed reduction through Torksey Lock and Torksey.
Nothing has been heard from Fenton Parish Council concerning their involvement. The Clerk will write informing Fenton Parish Council that Torksey Parish Council will proceed with the project, requesting a speed reduction from Torksey Bridge to Torksey Village boundary.
- Health and Safety.
- Village Green: No issues reported.
- Cemetery: No Issues reported.
- Play Area: No issues reported.
- Inspection of the Village Green: Inspection due Thursday 13th August 2020.
