MINUTES
An Ordinary Meeting of the Parish Council held on
Tuesday 10TH March 2020
At 7.30pm

05.02 Apologies for Absence:
Cllr J. Ellis.
05.03 Declarations of Interest:
None received.
05.04 Approval of the Minutes of the Last Meeting:
Resolved: That the Minutes of the last meeting, held on Tuesday 11th February 2020, be approved as a true record.
Proposed. Seconded. Carried unanimously.
05.05 Matters Arising:
None received.
05.06 Cemetery Extension:
The Clerk will contact the landowner, for his view on the length of time which this project is taking.
05.07 Community Meeting Place:
- Questionnaire Content:
Do you think that a Community meeting Place is a good idea?
What facilities do you think would be needed?
Would you be able to give some time to help with the organisation?
- Delivery to Electors:
The Parish will be used to advertise the project, and delivery to the Parish would be as normal. Councillors, together with other volunteers would call to collect the replies.
- Questionnaires to in the next edition of the Parish:
Approved.
- Venue for the initial Open Meetings:
Now that the Hume Arms has closed the only other viable venue would have to be the Parish Church.
- Date and time of the Initial Open Meetings:
This would depend on the response which is received to the questionnaire.
It should also be noted that the Parish Council would not run the Open Meetings but would have a presence.
Mrs S. Strangeways will be informed of the above.
- Village Green:
- Seat in the Play Area:
One seat has been installed in the Play Area. Many thanks to Cllr Bridges for donating the seat and fixing it.
- Goal Posts on the Village Green:
Councillors have been provided with Internet details of manufacturers and prices. Councillor Scawthon has also contacted the Trinity Foundation for details of the equipment which they use. Details should be available at the next Parish Council meeting.
- Other Issues:
None received.
06.09 Highways Issues:
- Footpath Surface at the Hume Arms bend.
The footpath is due to be treated during the month of April 2020.
- Flooding adjacent to the old Elliott site A156:
The Clerk will email Cllr Ellis who will contact Cllr Butroid to see if he can obtain the proposed scheme for the flooded area.
- New Bus Shelter:
The situation is very much the same, requests are referred to the local team, but nothing happens.
- Traffic Calming:
- Issues with CSW Reports: No issues reported.
- Speed Reduction Torksey Lock / Torksey A156: To date there has not been a response from Fenton PC. The Clerk will contact Fenton Parish Council.
- Health and Safety:
- Village Green: No issues reported.
- Cemetery: The gate still seems to be sticking. Mr Moulds will be contacted.
Resolved: That the Clerk seeks a quotation for fencing to fill a gap where the hedge has collapsed.
Proposed. Seconded. Carried unanimously.
- Inspection of the Play Fort: Two of the treads on a walkway at the eastern side of the Fort are beginning to rot at the ends, and pieces are falling away. Cllr Scawthon will inspect.
- General Inspection of the Village Green: Ongoing. No issues reported.
- The Parish:
- Content: Goal Posts on the Village Green. Flooding on the A156. Questionnaire meeting venue. Footpaths. Potholes. New Shelter.
- Distribution: As usual.
- Finance:
- Financial Statement for February 2020.
Resolved: That the Financial Statement for February be approved as a true record.
Proposed. Seconded. Carried unanimously.
- Clerks Salary and Expenses February 2020: £285.51
Resolved: That the Salary and Expenses be approved.
Proposed. Seconded. Carried unanimously.
- Invoices for payment
HMRC PAYE £70.20
Parish Online. £36.00
WAVE £10.65
Lincolnshire |Association of Local Councils, £252.38
White Swan Room Hire. £20.00
Resolved: That the expenditure at 06.14.c be approved, less the invoice from Tivoli.
Proposed. Seconded. Carried unanimously.
The Clerk will contact Tivoli and ask for a new invoice to include the number of cuts and the price per cut. Further grass cutting to be suspended.
- Commemorative medallion:
Approved: That Council purchase a commemorative medallion Mrs V. Bartlam total cost £67.40.
- Correspondence:

07.16 Future Agenda Items:
Grass Cutting on the Village Green.
Bridge Buttress crossing to Viaduct. Is it still ongoing?
