MINUTES

An Ordinary Meeting of the Parish Council held on

Tuesday 8th September 2020

At 7.30pm

11.01   Those Present.

11.02   Apologies for Absence.

None required.

11.03   Declarations of Interest.

None received.

11.04   Approval of the Minutes.

Resolved:  That the Minutes of the last meeting, held on Tuesday 11th August 2020, be approved as a true record.

Proposed.    Sec.    Carried unanimously.

11.05   Matters Arising from the last Minutes. (Not included in the October agenda).

None received.

11.06   Commemorative plaque for the White Swan Public House.

Resolved:  That this Parish Council approve the design for the Plaque which is being presented in thanks for the community work undertaken during the 2020 pandemic.

Proposed.    Seconded.    Carried unanimously.

11.07   Facebook Page for the Parish Council.

The page is now open but not live. The site will be populated and live in time for the next meeting (13th October 2020).

11.08   Installation of dog bins along the A156. Elms to Torksey Village.

Resolved: That Cllr J. Ellis approach West Lindsey District Council to see if the District Council will install the bins.

Proposed.    Seconded.    Carried unanimously.

11.09   Proposed Meeting with Trent Valley Surgery.

Cllr Bridges has volunteered to attend the meeting on behalf of the Parish Council.

The Clerk will inform Mr K. Connelley that Cllr Bridges will represent the Parish Council.

11.10   Disposal of Material held in the Kinvena Homes Ltd Store.

The Clerk will approach Shredall and one other for a price for the shredding of the material.

11.11   Planning Application. Hume Arms. Correspondence form the Owner.

It was decided that Council should produce a survey which will gather the views of the residents of the Parish as to what sort of development they would like to see on the site.

The completed forms will be delivered and collected.

11.12   Village Green

a) Goal Posts on the Village Green:

Resolved: That the Clerk order the smaller of the two sets of goal posts. (£442.80).

Proposed.    Seconded.    Carried unanimously.

It was also decided that an anchor point was needed so that a padlock and chain could be used to keep the posts in place.

The Clerk will try to get a quotation for the next meeting. (13th October 2020).

b) Grass Cutting on the Village Green. Kinvena Homes & TP1: The Clerk is not getting a reply from the Chief Finance Officer at West Lindsey District Council. Cllr Ellis will let the Clerk have a name as soon as possible.

c) Willow Tree Village Green: Fenton Tree Surgery has produced a quotation for the removal of the tree. They will also deal with the paperwork and liaise with the Officer at West Lindsey District Council as there is a Tree Protection order in place.

Resolved: That Council approve the quotation for the felling of the Willow Tree on the Village Green, and the planting of a replace as required by law.

d) New Litter bin for the Play Area: Cllr Ellis will look at the possibility of installing a new litter bin next to the play area. The collection of the waste will be a problem. The site is a long way from the main road and is not easily accessed by larger vehicles, especially during surgery times.

e) Monthly inspections of the Village Green: Cllr Scawthon has volunteered to do the inspection for September 2020, and add the tree walk on the northern boundary to the list.

f) Planting of an orchard on land next to the Village Green: The Clerk will try to obtain contact details for the owner of the land to see if they would sell a part of the field next to the Village Green.

Cllr Bridges will research the price of fruit trees.

g) Nothing received.

11.13   Highways Issues.

Flooding adjacent to the Old Elliott Site: Highways are to start work on Monday 5th October 2020 and end mid November 2020. The work will prevent further flooding along this stretch of road.

Whilst on site Highways will install the base for the new bus shelter and provide a crossing point and footpath from Station Road to the existing bus shelter at the A156 end of Station Road.

11.14   Missing Permission Forms from Lincolnshire County Council Highways.

A Highways Officer will sign copies of the forms and return a scanned copy for Council’s records.

11.15   Traffic Calming.

a) Cllr Ellis will contact Cllr Newton of Fenton Parish Council to see if some progress can be made regarding the joint project to reduce traffic speeds on the A156 through Torksey and Torksey Lock.

b) Restart CSW surveys: Cllr Bridges will get the equipment from Mr S. Dooley.

c) Equipment Storage and Camera Maintenance: Cllr Bridges will deal with this for the time being.

11.16   Health and Safety.

a) Village Green: Issues reported in the recent RoSPA Inspection have been noted and essential work will be dealt with in due course.

b) Cemetery: No issues reported.

c) As for 11.16.a above.

11.17   The Parish.

11.18   Finance.

a) Financial Statement for August 2020.

Resolved: That the Financial Statement for August be approved as a true record.

b) Clerks Salary and Expenses August 2020.                                                              £285.55

Resolved: That the Clerks Salary and Expenses be approved.

Resolved: That the above expenditure at 11.18.c be approved for payment.

11.19   Correspondence.

An elector has complained about a hedge at the southern junction of Church Lane with the A156. The hedge is very overgrown and obscures the view to the left when exiting Church Lane.

The Clerk will report to Cllr Butroid (LCC) and put on FixMyStreet.

11.20   Future Agenda Items.

Surface of Sand Lane is now extremely rough and breaking up in places.

There being no further business the meeting was closed at 2145 hrs. (09,45 pm).
