MINUTES
AN ORDINARY MEETING OF THE PARISH COUNCIL
held on Monday 20th July 2026, beginning at 7.00 pm.
At the White Swan Public House Torksey Lock
Members of the public and press were cordially invited to attend
1. Those Present.
Cllr K. Connelley. Chairman

Members of the Public. No members of the public attended.
2. Apologies for Absence
Cllr L. Levitt. Having been informed of the reason for her absence, Council approved her apologies for absence.
3. Declarations of Interest.
4. Approval of the Minutes of the last meeting held on Monday 22nd June 2026.
Resolved. That the Minutes of the last meeting be approved as a true record.
Proposed Cllr Large Seconded Cllr Burke. Carried unanimously.
5. Matters arising from the Minutes of the last meeting. (Not included in this Agenda).
None received.
6. Amendments to the Agenda by Resolution.
Item to 28 Delete Elector details.
7. Village sign (Eatch) Sand Lane / A156 junction.
Resolved. That the sign should be removed and disposed of.
Proposed Cllr Pearson Seconded Cllr Burke Carried unanimously.
8.Hume Arms – Future of for discussion.
Bearing in mind the length of time this has been active Council decided to approach Gold Leaf Property Investments directly with complaints about the state of the property and the possible risk to passing pedestrians from overgrown vegetation and a very unstable looking wall.
The letter will be copied to all relevant parties at WLDC as well as Edward Leigh MP for Gainsborough Constituency.
A number of letters will be sent over the next six months, at regular intervals, bringing different concerns to the attention of the owners.
9. Christmas tree lights. Mains cable to the church.
Cllr Ford will visit the Church and measure the distance from the Church wall to the vestry door. There are convenient power points on the outside wall just inside the vestry door.
Cllrs Ford, Burke and Connelley have offered to help with the organisation of the lights this coming Christmas.
10. Defibrillator Training. (MB).
Cllr Burke to contact a qualified instructor to arrange classes at venues in the Parish.
11. Quiet Lane. Sykes Lane.
Meetings have been cancelled until September 2026.
Cllr Connelley will liaise with Lincolnshire County Council
The organisers want to meet with Torksey representatives sometime during August.
12. Shelter on the Village Green.
One quotation has been received.
The Clerk will approach a previous supplier for a second quotation
13. Kiosk. Future of- for discussion.
The work on the Kiosk is progressing. Some parts are proving difficult to acquire but the supplier is confident that they will be available in the near future.
14. Village Green.
a. Monthly inspection.
- Add grass cutting.
Will be added to the monthly report
- Strimming under benches across the dyke.
Krinkels have been advised.
b. Pond water level and third-party management.
Resolved. That the quotation recently received be approved.

c. Pest Control. Rabbits & Moles.
The contractor is away on family business at the moment
He will visit when he returns and take whatever action he deems necessary to control the mole and rabbit situation on the village green and Cemetery.
d. Classic Car Rally.
The cost of the portable loos will be reimbursed to the Parish Council from any profits made at the event. The Parish Council will also be given some say in which charity the remainder of the profits will be sent. It is expected that a percentage of the profits will be retained in order that the club will have some funding for the next car show.
23. Highways Issues.
a. Speed Camera Data.
Cllr Large will produce copies of the hard data which can be used to inform electors of the situation through local social media pages.
b. Warranty Extension Contract. Elan City.
Nothing has been heard from ElanCity to date. However, this May be due to some confusion with a neighbouring Parish with a similar name which has also purchased equipment from ElanCity and is requesting similar information.
24. Health and Safety.
a. Village Green. No issues reported.
Resolved. That Hill Top Gainsborough, tree surgeons, be contacted for a second quotation to deal with tree works on the village green.

b. Play Park. No issues reported
c. Cemetery. No issues reported.

26. Finance.
a. Financial Statement June 2026.
Resolved. That the financial statement for June be approved as a true record.
Proposed Cllr Pearson Seconded Cllr Ford Carried unanimously.
b. Clerk’s Salary and Expenses June 2026. £305.10
c. Resolved. That the Clerk’s Salary and Expenses be approved for payment.
Proposed Burke Seconded Cllr Ford Carried unanimously
d. Invoices for payment July 2026.

Resolved. That the above expenditure at 26.d. be approved for payment.

27. Correspondence.
Information sent out during the last month.
Planning Gate Burton Solar. No comments
Letter from an elector re the notice board, Memorial bench. (KC)
The contents of the letter have been noted.
Cllr Connelley will speak with the elector.
Pursuant to section 2 of the Public Bodies Admission to Meetings Act 1960 it is resolved that because of the confidential nature of the business to be transacted the public and press leave the meeting during consideration this business.
