MINUTES
AN ORDINARY MEETING OF THE PARISH COUNCIL
held on Monday 15th June 2026, beginning at 7.00 pm.
At the White Swan Public House Torksey Lock

02 Apologies for Absence
None received
03 Declarations of Interest.
None/ received.
04 Approval of the Minutes of the last meeting held on Monday 18th May 2026.
Resolved. That the Minutes of the last meeting be approved as a true record.
Proposed Cllr Ford Seconded Cllr Large. Carried unanimously
05 Matters arising from the Minutes of the last meeting. (Not included in this Agenda).
None received.
06 Amendments to the Agenda by Resolution.
Public Forum. A non-resident of the Parish was enquiring if Councillors knew of any land or premises which might be able to accommodate a shop which might also include a Post Office. Possible venues could include Torksey Lock Café or The Elms Retirement Park offices.
The gentleman left his contact details with the Clerk for future reference.
07 Home addresses Published. Councillors may opt in.
Due to concerns about the safety of Councillors a new law has been passed which makes it illegal to publish a Councillors home address. However, Councillors may opt to allow their home address to be published on the District Council website.
One Councillor has filled in the form allowing the Council to publish his home address.
08 Hume Arms – Future of for discussion.
A number of local residents have written to West Lindsey District Council complaining about the state of the Hume Arms. It is clear from the replies received that the District Council will not consider a Compulsory Purchase Order but is more concerned about the general safety of the building and property. To this end the District Council is considering the possibility of serving a Community Protection Notice on the owner.
The Clerk will contact Sir Edward Leigh for his advice.
09 Damaged Dog waste bin next to the kiosk / telephone exchange.
Both bins have now been replaced by West Lindsey District Council.
10 Quiet Lane. Sykes Lane. Memo from LCC.
There is to be an online meeting on Wednesday 17th June 1.30 – 2.30 pm.
11 Viaduct Inspection Report (KC)
The gates on the Nottinghamshire side of the viaduct have been stolen. Nottinghamshire County Council are to replace them in due course.
12 Shelter on the Village Green.
The Clerk is waiting for details of the total cost of the base and shelter. A site has been chosen which allows easy access for those using the play area and Croquet lawns. Further discussions have been deferred until the July meeting. Monday 20th July 2026.
13 Kiosk. Future of- for discussion.
A member of the public has come forward offering to refurbish the kiosk, which is a rare original from the 1930’s. Original parts will be used to replace unusable parts.
All required parts are on order, The kiosk is to be given a new coat of paint before the final stages of the restoration take place.
Two electors from the village have offered to be responsible for running a mini library or information centre.
14 Village Green.
a. Monthly inspection.
Trees on the Northern boundary of the village green, at the far eastern end, over the dyke, are
in need of trimming back.
b. Pond Water Level and third-party management.
Treatment and removal of the weed. Mr A. Green will be consulted concerning possible treatment of the weed. Cllrs Scawthon and Ford have offered to help with removing the weed.
The Chairman is still waiting for a contractor to contact him concerning the general management of the pond.
c. Pest Control. Rabbits & Moles.
Moles are beginning to appear again on the North side of the Village Green. The Clerk will contact the pest controller.
15 Classic Car Rally.
A plan for the positioning of the vehicles on the day has been suggested, which is much the same as last year, but they are expecting more cars this year. The organisers have produced a number of signs, which they would like to place on the gate in the surgery car park one each end of the village, and one near the Hume Arms.
23 Highways Issues.
a. Speed Camera Data.
Cllr Large is working on the latest data from the signs. He will report at the July meeting. Monday 20th July 2026.
b. Warranty Extension Contract. Elan City.
The Clerk is to contact ElanCity for details of their latest offer.
24 Health and Safety
a. Village Green. No issues.
b. Play Park.
Issues with the Play Fort are beginning to appear. Council, after some discussion decided to contact Online Playgrounds.
Resolved. That the Clerk contact Online Playgrounds for an inspection of all equipment together with a quotation for any works which may need to be carried out in the play area.

c. Cemetery. No issues reported.
25 Facebook
Suggestions for content.
Kiosk. Work to be carried out.
26 Finance.
a. Financial Statement May 2026.
Resolved. That the financial statement be approved as a true record.
Proposed Cllr Scawthon Seconded Cllr Ford. Carried unanimously.
b. Clerk’s Salary and Expenses May 2026. £304.90
Resolved. That the Clerk’s Salary and Expenses be approved for payment.
Proposed Cllr Butke Seconded Cllr Ford. Carried unanimously.
c. Invoices for payment June 2026.

Resolved. That the above expenditure at 26.c. be approved for payment.

d. Signing of AGAR Forms.
i. Accounting Statement.
The Chairman and Clerk signed the amended form.
27 Correspondence.
Information sent out during the last month.

28 Future Agenda Items.
Defib Training. Carried unanimously. Cllr Burke will arrange/ Maybe one session at the surgery and one session at the Cove Offices.
Tree works village green.
Letters from an Elector re matters connected with the village Green.
