MINUTES

An Ordinary Meeting of the Parish Council held on

Monday 16TH January 2023

At 7.30pm

28.01   Those Present

28.02   Apologies for Absence.

Cllr Emmott: Having been informed of the reason for her absence, Council approved her apologies for absence.

Cllr Carman-Mobbs. Having been informed of the reason for her absence, Council approved her apologies for absence.

28.03   Declarations of Interest.

None received.

28.04   Approval of the Minutes.

Resolved: That the Minutes of the last meeting, held on Monday 5th December 2022, be approved as a true record.

Proposed.    Seconded.    Carried unanimously.

28.05   Matters Arising from the Minutes of the Last Meeting.

None received.

28.06   Amendments to the Agenda by Resolution.

Cllr F. Bridges: Training course on Play Safety.

Resolved: That the fee of approximately £30.00 for the day course be approved.

Proposed.    Seconded.    Carried unanimously.

Cordon off the Willow Tree as a Safety Measure.

The Village Green is very little used at the moment, and contractors are due to start work at the end of January. It was felt that cordoning off the tree was unnecessary at the present time..

28.07   Planning.

145684. Very little has changed in the recent planning application. However, Council is concerned that the applicant has persisted in gaining access from the surgery/village green access road when there are other viable alternatives available to him.

Because of the access problem, and the possibility that access to the surgery and Village Green could be compromised Council did not feel that it could support the present application.

However, Council is not against the site being developed as a single dwelling.

28.08   Quotation. Moving the Container to its Prepared Base.

Resolved: That the quotation supplied by Mr A. Hamilton be approved.

Proposed.    Seconded.    Carried unanimously.

28.09   Quotation. Top Install Two New Benches on the Eastern end of the Village Green.

Resolved. That the quotation supplied by Mr A. Hamilton be approved.

Proposed.    Seconded.    Carried unanimously.

 

29.10   Discuss a Scheme of Delegation for the Present Council.

Resolved. That a scheme should be devised using the present set of Standing Orders.

The Clerk will inform Councillors at the next meeting,

Responsibilities will be agreed at the next Ordinary Meeting. Monday 6th February 2023.

29.11   Village Green.

a. Monthly Inspection. No extra issues reported.

b. Removal of the Willow Tree. The tree is now to be pollarded. Work to start at the end of January 2023.

c. Sponsored Event on the Village Green. Cllr Ford. Details of a visit by the Guiding Sparkes Circus have been provided and will be discussed at the next Meeting Monday 6th February 2023.

d. Gapping on the Staging for the Pond.

Marmax have been contacted but could not offer a solution which did not have a possible tripping hazard. Marmax will provide the name of the company which installed the staging. It is possible that they are better placed to provide a workable solution.

The Clerk will forward details to Cllr Ford.

Cllr Scawthon  will also try to find “chequer plate” to form a bridge for the gap. The plate is much thinner than a plank of recycled plastic so should not present the possibility of a tripping hazard.

29.12   Traffic Calming.

Cllr Butroid is aware of the request and was planning to visit the site with a Highways officer before Christmas 2022. Nothing has been heard from him since. The Clerk will request a progress report before the next meeting.

29.13   Health and Safety.

a. Village Green. No issues reported.

b. Cemetery. No issues reported.

c. Play Area. No issues reported.

29.14   Parish.

An issue is planned for delivery at the next Ordinary Meeting.

29.15   Facebook Page.

Speeding Issues. New members.

29.16   Finance.

a. Financial Statement.

Resolved. That the Financial Statement for December 2023 be approved as a true record.

Proposed.    Seconded.    Carried unanimously.

b. Clerk’s Salary.                                                                              £289.60

Resolved. That the Clerk’s salary and expenses be approved for payment.

Proposed.    Seconded.    Carried unanimously.

c. Invoices for payment. January 2023.

Resolved. That the above expenditure at 29.16.c be approved for payment.

Proposed.    Seconded.    Carried unanimously.

d. Garden Waster Payment.

Resolved. That the payment for Garden Waste collection from the Cemetery be paid to West Lindsey District Council.

Proposed.    Seconded.    Carried unanimously.

e. Cllr Initiative Fund.

Resolved. That £800 be claimed for the purchase and installation of two new benches on the village green.

Proposed.    Seconded.    Carried unanimously.

30.17   Correspondence.

No comments.

30.18   Future Agenda Items.

Issue of speeding on the next Agenda and on Facebook.

30.19   Dates for Future Meetings.

30.20   Closure of the Meeting.
