An Ordinary Meeting of the Parish Council held on

Tuesday 9th March 2021

At 7.30pm

26.02   Apologies for Absence.

Cllr J. Carman-Mobbs: Having been informed of the reason for her absence, Council approved her apologies for absence.

26.03   Declarations of Interest.

None received.

26.04   Approval of the Minutes.

Resolved: That the Minutes for the last meeting, held on Tuesday 9th February 2021, be approved as a true record.

Proposed.    Seconded.    Carried unanimously.

26.05   Matters arising.

None received.

26.06   Planning Application for the Hume Arms.

MJB Technical Services Ltd attended the meeting on behalf of the owner.

Consultations with West Lindsey District Council Planning Department are taking place at the moment and it is hoped that more detailed plans will be ready for discussion at the next Parish Council meeting, Tuesday 13th April 2021.

MJB was asked if the space allotted for the Parish would be a shell or be partially furnished and equipped. The owner does intent to provide a certain amount of equipment but what this may be has not been decided as yet. No doubt Council will be asked to provide some idea of basic requirements during the forthcoming discussions.

26.07   Travellers at the Hume Arms Site.

After the latest visit from travellers at the site, West Lindsey District Council, together with Lincolnshire County Council, are to contact the owner of the site and ask that he make it secure against further occupation by travellers. There is always the fear that once word gets around the traveller community, the frequency of visits could well increase, which will incur further costs from both authorities.

26.08   Cemetery.

a) Purchase of an extension to the cemetery. Mr Rose is in contact with his solicitors and is looking to make a complaint about the length of time that the purchase is taking. The Clerk will continue to contact him at regular intervals for updates. In the meantime, the file is suspended at Councils solicitors until such time as the situation allows progress to be made.

As precaution, the clerk will try to find out if there is alternative land in the Parish which could be used for a Cemetery.

b) Quotation Fenton Tree Surgery: Not approved.

c) Quotation DWG Groundcare:

Resolved: That the quotation from DWG Groundcare be approved.

Proposed.    Seconded.    Carried unanimously.

27.09   Verge Maintenance A156.

Resolved: That the quotation from Tivoli Groundcare be approved for the 2021 season.

Proposed.    Seconded.    Carried unanimously.

27.10   Village Green.

a) Goalposts:

Resolved: That the quotation for ground anchors, (MH Goals Ltd) and an installation tool be approved.

Proposed.    Seconded.    Carried unanimously.

b) Grass Cutting:

Resolved: That the quotation from DWG Groundcare be approved.

Proposed.    Seconded.    Carried unanimously.

c) Monthly Inspection:

Cllr Bridges has replaced the gate buffers at the two entrances to the Play Area.

The Clerk will contact West Lindsey District Council to see if there is any possibility that they would be willing supply refuse bags for the new litter bin.

Resolved: That the Clerk will contact DWG Groundcare and ask if they could remove a Laurel tree from the pathway which runs along the boundary fence at the far eastern end of the village Green.

d) Planting of a Small Orchard. Eastern end of the Village Green:

Resolved: That the quotation for fruit trees be approved.

Proposed.    Seconded.    Carried unanimously.

27.11   Highways Issues.

Council has been informed that Highways is looking to improve the road surface along the stretch of Sykes Lane just before the junction with Cowdale Lane.

27.12   New Bus Shelter.

After some discussion it was decided that Council would stay with IN Sheds quotation despite the price rise of 12%.

The Clerk will try to fix an installation date for week beginning Monday 24th May 2021, as the schools will be on half term at that time.

27.13   Traffic Calming:

Community Speed Watch activities are still suspended.

27:14   Health & Safety.

Resolved: That the Financial Statement for February be approved as a true record.

Resolved: That the Clerk’s Salary and Expenses be approved for payment.
